Unconfirmed being able to post

I have all the permissions turned off that unless you're registered (clicking on email confirmation) you can not do anything but read. I had one person that was able to start a thread. I tested this with my own registration and I couldn't post or start a thread. His user info, still shows him as unconfirmed. Anyone have an idea?

It could be a registered member that made the post and then changed his email address (which would put him in the unconfirmed usergroup again until he confirms his new email address)
