Can I make text scroll smoothly?

I have installed a program off here (Global Announcements).

I have copy pasted a simple code I found off Google into the texts box. The code is included below:

color="#ffffff" size="+1"><MARQUEE bgcolor="#000080"
direction="right" loop="20" width="75%"><STRONG>This
is cool!</STRONG></MARQUEE></FONT></DIV>

The only problem I'm having is that the text won't scroll smoothly!

Instead of:
<marquee bgcolor="#CCCCCC"
direction="left" loop="0" width="100%">
Use:
<marquee bgcolor="#CCCCCC"
direction="left" loop="0" width="100%" scrollamount="1" scrolldelay="20">
