Allow only certain usergroups to post images?

Hi everyone,

I've been looking around for a way to only allow moderators to post images. Currently, I can only turn them on or off forum by forum, not by usergroup. I've searched on here but can't seem to find a thread on this. Anyone have a link or instruction on how to do so? It'd be much appreciated.

No I don't want attachments, I want image tags turned on, so the mods can post an image within their post.
