Does anyone know of some good vbulletin or general forum topsites? I tried looking through google and didnt find squat. :(

Link farms and similar are punished pretty heavily by Google now. If you're looking to join one then you're almost certainly better off not doing so.

The term "topsites" still gives me nightmares of the web circa 1998.

Not really, topsites use PHP dynamic links now which are not indexed by Google or search engines from my knowledge. Even the inward links go to a confirmation page. Of course, not endorsing them, but I've seen them do pretty well.

Not really, I'd say frames do that. Or possibly the mention of FrontPage (nightmare!). Either way, I did hear that there is a possibility of succeeding while using them, especially if you own the topsite.

I've used this one a couple times and with enough tweaking it can work. http://www.aardvarktopsitesphp.com/ - it doesn't integrate but it can be made to look like it integrates (or I did mine that way).
