What is the hack or script used here?

I am looking for the hack or script to have those announcements displayed in the frontpage .... like the one in here:

Knowing Ed, he probably made a custom solution, but you could acheive similar results with vBPortal (still in Alpha, I believe), BFC-Weblog (I think that's what it's called - it's for 1.1.x, so it'd need a little updating, but not much), or, if you really want to mess with it, PHPNuke.

You could also use the Last xx Posts hack in my sig (my hack) with a little modification to the layout.
