Need to hire a designer, help??

I am looking to hire a desginer that knows vb like the back of their hand. I am making some major changes to my site, especially header/navbar and vbadvanced home page.

Due to the security sensitive member information the person will have to come with glowing references and examples of work they have completed.

How should I go about this?
