If cropped, will forum stretch?

If I crop the blue sidebars, will my forum become more fluid? The creator of my skin says it is Fluid, but it does not seem like it is. The way they created the skin was through Photoshop and sliced images.

Its fluid for me (try resizing your browser, unless you have a very small resolution, you will notice the width changes) and just to let you know there is a lot more than just Photoshop and Slicing involved in making a skin ;)
