Log/Email Errors

I noticed there is a "Log Database Errors to a File" option in the admincp. How do you add an entry to that from a mod?

I also noticed there is a "Disable Database Error Email Sending" option in the admincp. How do you send one of those e-mail from a mod?

I'm just trying to find a way to inform the admin of a mod system error. Thanks
