I think this question would be better asked from your webhost provider as it sounds like a server issue more than anything.
All I could say is ask them to set the default chmodd to 655 and not 777, which it should be 655 or 755 by default.

Script is run as httpd, or apache user, so 755 usually doesn't work unless the script is run as cgi, so it run as the owner user ---host
So ?
to have the apache user able to write into a directory, the directory needs to set to 777
By default, any directory created by your own user, will always be 755

ask them to make it so it doesn't automatically set to 777 as it shouldn't be doing this by default. Its a server issue, or something you did by mistake but as far as I am aware it shouldn't be chmodding to 777 automatically unless you told it to.
I may be mistaken as to what is happening so could you give an explanation with details as to what happens, what you do, what the server does etc.

When trying to attach an image it says File System Directory Not Writable ,, I can do it but the users cant .,,, i have to CHMOD the File Tree in my attachments folder to allow members to upload
We also cannot upload an image for an avatar from another URL it says Bad Response from server
Other than this everything else is Totally Awesome !!
Wish i could find a fix for these issues

How long have you been using a VPS and what is your general knowledge of the VPS? How to use it, using puTTy, commands etc.
Also is it a cPanel/WHM VPS? If so I can assist you better as I am more familiar with cPanel/WHM
