i want to ban users for a certain area and network accessing my vbulletin site

basically i want to ban this area

hudd.cable.ntl.com

i persistantly get problems with a few people from this area so i just want the best way to get rid

will it be htaccess ?

as far as I know it is in htaccess but I do not know the exact code you would have to add. I would check around coding sites/google a code for this.
