Promote users depending on email address

Is there any way or mod that will automatically move users with a certain e-mail domain to a specified e-mail address?

For example, lets say I wanted everyone with a hotmail address to be automatically promoted to a new usergroup. But everyone else who doesn't have a hotmail address stays as a regular address. Is there anyway to achieve this?
