Ok, I run www.wowcheats.com before people can access the cheats I need them to have 20 posts, be a member for 7+ days and have 10 rep points.
How can I get this to work? If I have to have a custom mod made how and who should I have do that?

It's all under Admin CP> Usergroups > Promotions
Basically, when the user registers, they end up in the Registered usergroup. Create a new usergroup that is exactly the same as the Registered group (say, Full Access). Set the Full Access group up to have access to the Cheats. Then, set the Registered usergroup up to not have access to the cheats. Then create a new promotion that will move the users from the Registered usergroup to the Full Access usergroup when they have 20 posts, have been registered for 7 days, and have 10 rep points.

Ok, I did what you said and It makes sense, but how can I test it? I have made a user put their post count past what the promotion needs and reps as well as registered date yet that username still cannot access the section I have closed off soley to that group. It did not even move them into the correct new group when those #s were put it. PLEASE HELP ASAP

Did you force the cron job to run and then verify he got moved over to the new usergroup?
The way to test it is to create your own user and put him in the new usergroup and see that all works fine for him. Then, move him to the Registered usergroup and verify that he can't access the cheats.
If you don't currently have the cheats disabled for regular Registered users, then just create a new forum with the permissions set as you want them (Registered users cannot download attachments or however you want it set up and Full Access users can download attachments or whatever) and then do as I said above.

Theres a mod for this btw... All I know (I think) it's a CYB mod, so to a couple of searches, find the user and see the mods hes created ;).
