Animated Avatars

How can I activate this feature?
I can upload a animated avatar but it won't animate after I upload it.
Just like it is here, it just sits there and won't rotate.

Because they are disabled via the usergroup options.

Also make sure it is within the set dimensions, or it might be resized loosing animation.
