A lot of vBulletin's javasciprt/css etc is quite bulky and if you never plan on editing them by hand then there's no need for them to be that way.
I've started down the track of developing some tools to help speed up vBulletin and improve site scores on YSlow (http://developer.yahoo.com/yslow/).
The first is a minimized version of the Javascript that comes with vBulletin.
