What is the best designer for skins - without regards to price?

Obviously, there is no "best" designer.

Personally, I work with designers from my own country due to legal reasons (I mean you can sign a contract and make sure that they stand by it). Besides that, it is much easier to communicate because there are no language constraints and because the designer speaks your mother tongue.
