editor_toolbar problem PLEASE HELP

I upgraded to 3.6.8 and i think that is when i got the problem with the editor_toolbar not working it wont even let you click on any smilies or any thing on the bar like it is just not there
any one know how to fix this please
i disabled all my mods and still no luck

Did you revert your templates or make the required changes?

yes reverted the templates not sure what required changes your talking about.

If you didn't revert the templates, you'd have to make the changes manually instead.

yes reverted the templates all of them it showed needing reverted
at the bottom of internet explorer bar this is the error it shows

Could someone tell me what templates make it work or what .php file makes it work for i can try to revert the file
