I have over 30 Hacks and a ton of php file edits what files do i need to upload from the 3.6.8 Zip file to upgrade from 3.6.7pl1 ?

If they offered a patch, you can simply upload the patch. Otherwise you'll want to upload All the new vBulletin files to your forum.
Making sure to make a backup first ;)

There is a specific issue with the size of the quick reply in 3.6.8 that he is having a problem with that is covered over at vBulletin.com

personally, I would wait a day or two b4 upgrading ;)
That way if there are any last minutest bugs, they can be fixed.

3.6.8 is primarily bug fixes, so it is not a "must" that you need to update -- but it's recommended if you're able to do so.

Template updates are the hard part... modification updates are a breeze.
Just remember the golden rule: backup, backup, and when you're finished backing up -- backup once more! :D
