How do i fix a skin
like how do i make the skin not move when viewed on a larger moniter

What do you mean by "fix" a skin. The Template manager / CSS properties found within the style editor should provide you with the tools you need.

on a 15" moniter the forums are as wide as the banner

Ok well the forum width is 86% atm. On a 17" monitor the skin looks really wide. But on a 15" monitor it looks skinnier. How to i make it so that the actual forum is the same size but when viewed in a wider screen the BG expands?

all i had to do was change the width from % to px's
