Is anyone aware of how this skin was done?

I really like the look of this forum http://forum.mobiles24.com/ and was wondering is anyone aware of a skin similar to this one? I think it is just the default VB skin, but it is the header at the top I really like.

there is nothing in this style that is different from the default version aside of the colors and the image on top... to have such a image on top, just work it out on your own.. this is the main task of an admin - not duplicate content from other sites...

I wasn't looking to duplicate the content, just wondering if there was a mod available so I can have the menu bar similar to the site mentioned
