Adding a link in arcade announcement

I'm trying to add a link to my forum rules in an arcade announcement but I can't seem to do it. Would someone be kind enough to let me know what code I need to use please? :)

do not use HTML mit bbCode in the annoucement, this gets parsed :)
Use URL-code ...
