how do you edit the moderate user delete email ?

I would like to modify the email thats sent to users when I choose delete on the Users Awaiting Moderation

I think what you need to do is translate the phrase moderation_deleted

AdminCP-> Languages&Phrases-> SearchInPhrases

and search for moderation_deleted and select the "Phrase Variable Name Only" radio button.
