Is there a way that I can put a text box on my home page? By text box I mean a block of text which I have pre-written to address all who visit the forums.

I don't quite understand what you are saying here. Edit my template in the Control Panel? Or do you mean use a webpage editor like frontpage or Dreamweaver? Or what percisely are you referring to?
If I'm to use a page editor, what file is my template, and where is it located in my folder heirarchy?
SO can I make any changes that I want to it without any problem?

Basically if you know HTML, than play around with it and add a "Text Box" somewhere you want it.

I hate to sound ignorant... I know basic HTML, but what page do I add it to?
Can you just throw HTML into PHP pages and it works?
Is there a particular template page that I should edit for my home page?

As Dismounted stated, edit your Forumhome template if in fact the forum is your home page....
AdminCP > Styles & Templates > Style Manager > Edit Templates

Ok, so we're not taking about using a page editor like frontpage or dreamweaver, we are talking about editing from inside my vBulletin CP? Correct?
