how can i disable private messales so users cant use it

If you mean users as in generally speaking, registered users, go to the usergroup and remove the functionality there.

AdminCP => Usergroups => Usergroup Manager => Click Go on whichever usergroup you want edited

Go to Private Message Permissions
Maximum Stored Messages: Set to 0
Note under: If you set this to 0 users from this usergroup will not be able to use private messaging.

Keep in mind that you WILL not be able to PM them also. Since there inbox will be set to 0.

Or, you could just globally disable private messaging so its not usable.
