is there any way to have an option that marks your avatar offensive/adult in nature, and give users the possibility to hide such avatars?

I don't think there one.

I don't know if they made a modification that allows a moderator to approve an avatar. You can do a search, if you don't find it. Than you'll need to post in the "Modification Not Available."

There a chance it will be free of charge or they'll charge for you to have that modification.
