User's posts keep getting censored?

Not sure why this keeps happening. But a certain user keeps getting his posts censored. It states that "The Administrator thinks that "USER" should be quiet for a while"

I'm attaching an image to view.

How do I fix this problem?

AdminCP > vBulletin Options > User Banning Options > Tachy Goes to Coventry
