How to allow guests to view user profiles?

i know this might sound stupid but how do i allow guests to view user profiles? Right now when they try it gives the no acccess message i would like to turn that on and cant find the option thank you!

ACP>> UserGroups >> Unregistre/not logged ,
here you can set permissions for Guest as you want.
