Weekly updates mod ?

I want to add my forums sort of and weekly update newsletter. I heard there is something called 'community bulletin' but i can't find it. Can someone point me a mod ?

yes, it exists .. you will have to do a "search" as it is somewhere in the Mods section .. not sure which version it is
