CSS not updating

Has anyone of you ever experienced the CSS not updating when you change something in the Style Manager?

My forum title font and color is not changing and I even checked the font color with one of those color pickers and then searched the templates without any results.

What do?

Yes, it was when I was using CSS stored as files and for some reason it wasn't updated. I changed it to not using files, deleted all the cached CSS files then turned it back on. Worked fine.
