How & where to make a copy of my forum for testing out mods?

I'd like a non-live copy of my forum to try out the new mods on rather than on a live board.
I know it can be done but being a novice, i'm not sure how to or where to put it.
I'm sure one of you nice people will point a finger and say "it goes there" and "that's how you do it" :D

Backup Database and create new with different name. Restore database from backup duplicate db. Upload files to /dev and make password protected so only you can reach.
OR
You can just reinstall a full fresh copy into /dev and make password protected.
