Play the arcade

i have a problem...ive tried to make it so that the arcade players have to post 2 times a day before playing but it wont work...ive done everything i can and they still can do it without 2 posts a day
please help

Post count requirementLeave 0 to disable
Post Per Day requirementLeave 0 to disable

both to 2?
