Disabling Signatures?

Is there a way to disable an individual user from using a signature?

Create a usergroup called "No Sig"

Modify that usergroup in the usergroup manager to not use sigs shown below:

ADMNCP > USERGROUP MANAGER > CLICK ON NO SIG USERGROUP

Add users to that group whom in which you do not wan to use sigs.

Is there a way to have a signature place there though but not let them change it.
