Q:
Hello,


1) Does the vbulletin has a 'download mode'?
-I upload files from FTP
-Users download files from forum
-Something like this: http://www.teen-caffe.net/index.php?action=downloads

2) Does the vbulletin has a custom action mode.
-I insert a HTML code into that, and that code is shown on some URL, and dezine is from forum.
-Something like this: http://www.teen-caffe.net/index.php?action=test

. Not exactly. What vBulletin does have is the ability for users to upload attachments to their posts and for people to download those attachments.

2. I still don't understand that that page is, but basically since the vB source code is not encrypted you would be able to modify it to add specific functions that aren't already available.

Thiose are both modifications. This requires modifying the code, (i.e., 'hacks' or with plugins.) We can't offer official support for code modifications or for forums running modified code. But we do have a customization site and forums, however, with people that may be willing to help you with this.

it shows you where to upload the files.

Click browse add the file and the upload. Thats all you need to do

What is the max file upload?
I have the server where I can upload per file just 2 Mb, but from FTP 30 Mb per file, so.. :(

All attachment uploads are handled by PHP, so yes, you will have max_upload restrictions. You really should get better hosting.

No, and I doubt there ever will be. It'd require some major file editing.
