can i enable HTML/Java script in posts?
if yes,how can i do that?
note-this option should only work for administrator.

No, HTML is not possible by usergroup on a default vBulletin install. But, if you did what Dismounted suggested, you would probably find a working solution.

Javascript - Not sure.
