Info Box, Intro Box, First Topic

Been searching for this mod for hours on here with no luck. What I am looking for is something similar to what VBulletin.org has on every mod thread. The first thread has all the information about the mod and is also collapsible like a forum and it always stays at the top of the page.

Anyone know what this hack/mod is called? :)

It a few template modifications and a custom hack. There's a hack which makes the first post of a thread stay at the top of all pages. Don't know what it's called off the top of my head though.
