It's giving you that error because your site has grown and your hosting package can't support that much resource.
You'll need to switch to a dedicated server.
Or probably someone has attempted a DDOS on your site which causes their CPU to exceed rapidly.

You are not under a ddos attack. The issue lies within vbulletins script. You will need to contact them to get either updated script or a newr version of the software. They can also offer you support to fix your issue.
Thanks,
"

Mate are you on a shared host ? with 700 active users, you need a dedicated server for sure. What is your monthly budget ?

hello again;
I can spend 70$ - 110$ per month for a server.
But 700 users is not high. isn't it?
Thank you very much.

Reading that static of your site needs a dedicated server...
Shared has a limit and you're exceeding it...So there nothing wrong with vBulletin Script because than all those who has shared hosting plans wouldn't have a site. :erm:
