How to add to vBulletin Options?

How do I add something to the vBulletin Options of the Admin CP? I am thinking of making a IRC plugin for starters (for a few licensed friends and to release)...
And how would I use that vBulletin Options permissions ($vbulletin->options[optionnamehere])? Sorry but I'm all new at this admin cp addons thing.
