No, all you really need is a web browser and a notepad-equivalent to run a website.

you can ask me for support, i develop all my websites on a Mac...
if you talk about navigating the whole thing, no trouble, it's the same as browsing the net ...
if you want to host your site on your laptop, you may require to have a solid connection... other details are similar... most of the elements are already installed and configured...
actually you need to install the latest PHP/MySQL/Apache configurations... other than that, that's simply configuration of your forum.

I administer my forum with a Macintosh PowerBook, and it's no problem at all. Easy. I also have a Windows notebook puter, but I prefer to use the Mac. The Mac is easier.
