Attachment size question

One of the forums on my board serves as a private Intranet for our company. Our HR department is posting all kinds of documents there. I have given the HR Director some limited administrate powers so that they can add company staff into the system as we hire them. I though I had set everything for administrators so that they did not have any attachment size quotas. But she is running into a cap for PDFs. What do I need to do to fully eliminate attachment file size and quota caps for administrators?

In the attachment manager under pdf, enter size 0, should display none after you save it.
