Test Forums...

Many vBulletin customers install test forums at some point, be it for developing or trying a modification.

From curiosity, my questions are three:
1 - Is it permitted to install a test forum on a web server without an additional license?
2 - If so, are there conditions? (Closed registration?)
3 - Is it permitted to run vBulletin on your computer/server which is not accessible from the web, without an additional license?
