i love this style @ forum, i have this style seen before but i don't no ware i can download it

You're not going to find it anywhere. vBulletin.org is keeping its style un-released, which makes perfect sense.

They might have copied the design, but there is no official (or unofficial) release to my knowledge.

Yea, looks like a poor quality imitation of the design here. I'm sure the vB.org admin's will take whatever action if any at all they feel is best about this :)
