disable subforums in forumdisplay.php

If you go to the above link it has the two subforums there. How do you completely remove that from all the forums?

What do you mean? Do you mean you want to remove the links to the subforums?

doesn't work...I tried it. I tried a lot of options, it still displays it. For example i tried..

forum home - 2
forum display - 1
death of subforum - 1

I tried, 2, 1, 0
I tried 2, 0, 0
I tied, 4, 0, 0
I tried 4,4,4
I treid, 2, 5,3

Random numbers don't work...

what does that mean? what would i put to get rid of it?

I'm not sure what it is you want to get rid of. Do you want to get rid of the part that says "News and Announcements: Read and discuss vBulletin related news and announcements."? Or do you want to get rid of the listing of the two sub-forums? The first thing is removed under Admin CP > vBulletin Options > Forum Display Options (forumdisplay) > Enable forum description. The second.... you could go to the Forums Manager and for the forums you don't want to display, set Forum is Active to No.
