Negative Reps

How do I get rid of the Negative Reps while keeping the positive??

maybe I need to clarify a little, I'm talking about getting rid of the neg rep option from users..

I would like to know also. I believe I remember seeing this mod but I can't seem to find it at the moment. Hopefully someone will know.
