How is the "New Mod" system done on vBulletin.org?

When adding a New Mod on this site, you are asked to fill in some custom fields, and then at the forumdisplay level, you can see the values of those fields, and search by them with that row of dropdowns, and the "Show Mods" button.

This is exactly what I want on my sites. How can I get it? I'm willing to pay.... :)
