Help: Adding Posting Rules To Specific Areas

Hi I was wondering how I could add posting rules above specific areas. (ie. above thread listings.)

What I mean by posting rules is:

ie. Be sure to check use our Hide Content feature.
ie. Provide screen shots when submitting a template.

Etc...

If anyone knows how please fill me in. Thankyou
