There's probably an absurdly simple solution. I've set up the promotions correctly, as far as I can tell, run the user promotions in scheduled tasks, and it's not working. Ever user has been put into the "nobility" or "shade nobility" usergroup. This is an additional usergroup, not a primary usergroup.
