"Remember Me" does What?

I have read a bunch of posts about 'to keep users signed on click re:'
'how to code so always checked'
'when they log out, they are remembered and don't have to login'
'make sure cookie stuff set to default'
'don't block cookies'
etc.

How is this intended to actually work?
Then, is in 3.6.5 is it session level or does it persist between sessions?

Remember Me causes vB to place a long-term cookie on the user's machine so that they will not have to login if they visit after auto-logout.

The auto login doesn't seem to work in 3.6.5, but our forum is just starting up so I need to watch a bit. Seems to consistently not re-login across all users and groups, though.
