Send PM on a determinate amount of posts

I got some kind of system which enables the custom user title and custom avatar functions when a user reaches 100 posts. However, I got a lot of users asking why their title changes to '[Account Upgraded] - Custom title & avatar can now be used' and I have to answer them why and how to use these new acquired functions every time a user gets 100 posts. What I've been looking for is some kind of automated system which sends a PM every time a user gets 100 posts and tells them how to use the new functions and congratulates them for being active and so forth.

Well, all you need is to change the codes as sending pm instead changing usertitle.
