ACP import... 404 error?

In my admin control panel, when I click "import" I get a 404 not found error. Anyone know why I'd get this?

Clicking the button itself gives a 404? Which import button are you clicking and what are you trying to do?

You did not upload all needed files.
You run into a PHP memory limit.
You are using Suhosin/Hardened PHP and it is set too strict.
