well it looks like they just added some tables with content below the welcome header on forumhome....
...not really anything to do with vbulletin
this is pretty much the code they used for that table

plug it into dreamweaver or frontpage and you'll see

If you want it on the forum home, add it at the top of the forumhome template, underneath the "$navbar" variable.
