Second navbar with dropdown menus

i have a second navbar already installed on my forum. is there anyway to add dropdown menus ??

doesnt seem to work on the skin im using ????

http://forum.trueconsoleghosts.com/index.php the custom menu button doesnt do anything at all and it appears under the navbar and not inside of it
